Dr. Frank S. Emanuel is a distinguished clinician, academic administrator, and public servant whose career exemplifies the intersection of advanced healthcare infrastructure, systemic civic advocacy, and ecclesiastical leadership. As the Chairperson of the Administrative Leadership Council at The Historic Ebenezer Methodist Church, Dr. Emanuel brings over four decades of executive oversight, fiduciary stewardship, and strategic vision to Jacksonville’s premier, historically African-American United Methodist congregation.

Academic and Professional Trajectory
A foundational figure in regional clinical pharmacy, Dr. Emanuel holds a Bachelor of Science in Pharmacy (cum laude) from Florida Agricultural and Mechanical University (FAMU) and a Doctor of Pharmacy (Pharm.D.) from the University of Tennessee. He currently serves as Division Director and Associate Professor for the FAMU College of Pharmacy and Pharmaceutical Sciences.

Civic Governance and Public Health Advocacy
Dr. Emanuel’s influence on the municipality of Jacksonville is defined by a twenty-year tenure on the HIV/AIDS Health Planning Council, serving under four consecutive mayoral administrations. In recognition of this sustained systemic impact, he was honored with the Mayor’s Trailblazer Award in 2015.
